Excellency,
Referring to Your Excellency's Note of March 8, 1916, (J.No. B. 2593) and my reply the reto of March 17th (No. 1840), relative to the censor- ship by the British Authorities at Hongkong of mail intended for German subjects at Canton, China, I have the honour to inform you that, according to a letter dated March 22nd from the Second Assistant Postmaster General, instructions have been issued to the appropriate officials to despatch via Shanghai exclusively, the mails from the United States for the Chinese post Office at Canton.
It is stated further that the Postal Adminstration of China has been advised concerning the matter and requested to despatch such mails from Shanghai that they will not pass through the British colony at Hongkong.
